Former Bulacan First District Engineer Henry Alcantara has been dismissed from government service following revelations of anomalous flood control projects, the Department of Public Works and Highways (DPWH) confirmed Thursday.
DPWH Secretary Vince Dizon made the announcement during an inspection of a flood control project in Barangay Sipat, Plaridel, Bulacan. “He is now dismissed. I will call for the summary dismissal of Henry Alcantara,” Dizon told reporters.
Dizon added that the DPWH Legal Service will be directed to recommend filing charges with the Ombudsman. “Obviously, this is criminal—this is theft of P100 million. We will recommend appropriate charges,” he said.
Alcantara earlier admitted in a House hearing that he signed a completion certificate for a P55-million river wall project in Baliwag, later exposed as a ghost project. He claimed reliance on his inspection team’s report.
He also acknowledged using an alias and fake identification to enter a casino, despite civil service rules prohibiting gambling.
As district engineer, Alcantara oversaw 13 municipalities, including flood-prone areas such as Hagonoy, Baliwag, Calumpit, and Malolos. Records show his office managed 450 flood control projects worth P28.9 billion from 2022 to 2025.
Dizon also revealed that dismissal proceedings will begin against Bulacan officials Brice Hernandez and Jaypee Mendoza.

One “completed” project in Plaridel was discovered unfinished, with construction resuming only weeks ago after congressional scrutiny intensified. “This is clearly a ghost project,” Dizon declared.
