Marcos accepts Bonoan exit, Dizon Named

President Ferdinand Marcos Jr. has accepted the resignation of Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan, installing Department of Transportation (DOTr) Secretary Vince Dizon as the new agency head.

“In his resignation letter, Secretary Bonoan expressed support for the President’s call for accountability, transparency, and reform within the DPWH,” Presidential Communications Office (PCO) Secretary Dave Gomez said Sunday.

Bonoan stepped down amid investigations into flood control projects, which Marcos ordered reviewed during his July State of the Nation Address. The President directed DPWH to submit a full list of projects started or completed over the past three years.

Dizon will now lead the department’s anti-corruption drive and conduct a full organizational review to ensure proper use of public funds. DOTr Undersecretary for Administration, Finance, and Procurement Atty. Giovanni Lopez will serve as acting transportation chief.

To reinforce transparency, Marcos also created an Independent Commission to Investigate Flood Control Anomalies, tasked with reviewing projects, uncovering irregularities, and recommending accountability measures.

Bonoan’s resignation follows mounting calls for him to step down, particularly after Marcos inspected a P55-million river wall in Baliwag, Bulacan, marked “completed” despite no actual work.

“Lawmakers welcomed Dizon’s appointment but underscored the enormous challenge he faces. Senate President Francis “Chiz” Escudero said Dizon’s “hands-on approach and fresh perspective” could drive reforms. Senator JV Ejercito warned the task ahead is “daunting” and may take a “miracle” to restore public trust.”

TDeputy Minority Leader Rep. Perci Cendaña cautioned that systemic corruption in DPWH cannot be solved by simply replacing its head. “This is just a necessary first step in the long road ahead to accountability,” he said. Meanwhile, the House Infrastructure Committee will continue its hearings on ghost and substandard projects, with both Bonoan and Dizon invited.
