TikTok Cracks Down on Violations

TikTok said it has removed 21 million videos in the Philippines from April 2024 to May 2025 for violating community guidelines.

At a Senate hearing on Thursday, TikTok Philippines public policy manager Peachy Paderna said 99.7% of the removed content was “proactively taken down” without waiting for user reports. She added that 99.4% of the flagged videos were deleted within 24 hours..

“These included nudity, sexual material, abuse, and exploitation,” Paderna told the Committee on Women, Children, Family Relations and Gender Equality. She noted that flagged videos are immediately removed regardless of the source of the report.

In the same hearing, Cybercrime Investigation and Coordinating Center (CICC) deputy executive director Renato Paraiso urged stronger measures against artificial intelligence (AI)-related crimes, citing legal loopholes.

“There is a real big void when it comes to dealing with AI-related crimes,” Paraiso said, stressing that offenders are often charged only with identity theft. He noted that AI-generated pornography is often wrongly viewed as a “victimless crime.”

The Department of Justice reported 48 pornography-related cases, 17 involving children. However, AI and deepfake content remain undefined under the Cybercrime Prevention Act of 2012.

"Meanwhile, the Philippine National Police Anti-Cybercrime Group (PNP-ACG) said it has yet to receive official reports on AI-related crimes. Still, it conducts cyber patrols and logged 294 voyeurism cases in 2023 and 362 in 2024, according to DICT Undersecretary Sara Sison."

The public may report cyber-related crimes through the CICC’s anti-scam hotline 1326 or PNP’s 911 hotline.
