Manila Mayor Isko Moreno on Thursday disclosed that about 100 contractors handling flood control projects in the city, including firms tied to Curlee and Sarah Discaya, have yet to settle their tax obligations with the local government.
According to Moreno, the city is pursuing ₱255 million in unpaid contractor’s taxes from 315 flood control projects across Manila. He noted that companies linked to the Discayas alone secured roughly ₱3 billion worth of projects but still owe taxes.
The City Treasurer’s Office has already issued statements of account (SOAs) to the delinquent firms, warning them of legal charges, blacklisting with the Department of Public Works and Highways (DPWH), and denial of future permits. Of the 315 projects, only nine, worth ₱8.09 million, have been fully settled, while others remain unpaid despite notices served or returned due to address changes.
Moreno stressed that compliance is a duty to the city. “If they refuse, we will file cases, recommend blacklisting, and block permits through the City Engineering and Building Official’s offices,” he said.
He added that 86 notices were formally received, 192 were delivered via courier, while three remain undelivered.
Among the Discaya-owned firms with unsettled taxes—estimated at ₱23 million—are Amethyst Horizon Builders, St. Timothy Construction Corporation, and Great Pacific Builders and General Contractor Inc.
" The city has introduced a six-month amnesty program waiving penalties and surcharges if contractors settle promptly. Moreno warned that evaders risk civil suits and limited business opportunities in Manila."
“Those days of big companies ignoring government are over,” he declared.
